that period substantial increases have been made in the salaries of subordinate officers of the clerical staff, to which the Peti- -tioners belong. The salaries of the clerical establishment today are more than sufficient to attract to the Governmont Service an abundant supply of eligible candidates. That being so I see no justification for a general increase in the salaries of the cleric- -al branch, though some re-adjustments are desirable as to which I will address you in a separate Despatch.

I attach 2 lists the first of which shows the
salaries of the clerical appointments in the Post Office in 1902 and in 1912; while the second shows the salaries which those of Petitioners who were in the service in 1902 drew in that year and now draw and the increases which those who joined since 1902 have received or can still earn.
The second list shows that all the Fetitioners have received substantial increases of salary with the exception of r. R. Gutierrez, Sorting Clerk, who in 1902 received in total emoluments $1,980 per annum while in 1912 he only receives $1,560 due to the fact that he is no longer fit for sea sorting. This officer joined the service in 1882. He is 52 years and his service has been long and faithful. I recommend him for a pensionable personal allowance equal to 25 per centum of his salary.

While I can ot recommend a general increase of salarios I desire to urge the re-organization detailed in the attached report by lr. C. McI. Lesser. The automatic promotion of clerks from Grade V to Grade IV is necessary in order to keep the clerical staff in the Department for a number of years. The en- -couragement for shroffs and other subordinate employees is very important and the proposed re-organization of the emoluments of postmon will prove an economy eventually. The scheme is a good one and I would ask your authority to introduce it as from the 1st. of January next.
